U.S. Secretary of State Marco Rubio said a new framework agreement between Israel and Lebanon establishes a roadmap to restore Lebanese sovereignty, dismantle Hezbollah’s military infrastructure and improve security along the shared border.
In a statement issued after the agreement was signed in Washington on Friday, Rubio said the framework would create conditions for Israeli forces to withdraw to Israel’s border once threats against Israeli civilians had been removed.
The agreement also provides for the establishment of a U.S.-facilitated trilateral military coordination mechanism to oversee implementation, coordinate security measures and help reduce tensions between the two neighboring countries.
Rubio said the initiative is intended to strengthen the authority of the Lebanese state and establish a lasting mechanism for stability, though no timeline has been announced for Hezbollah’s disarmament or the implementation of other key provisions.
The announcement comes after months of heightened cross-border fighting between Israel and Hezbollah that raised fears of a broader regional conflict. Although recent diplomatic efforts have reduced large-scale hostilities, Israeli forces remain deployed in parts of southern Lebanon, while Beirut has repeatedly called for a full withdrawal in accordance with international agreements.
The framework also emerges as Washington continues broader diplomatic efforts across the Middle East following the recent confrontation involving Iran, Israel and the United States. U.S. officials have argued that reducing the influence of Iranian-backed armed groups, including Hezbollah, is central to preserving the fragile regional ceasefire and creating conditions for renewed diplomatic engagement with Tehran.
Analysts say implementation of the agreement is likely to face significant political and security challenges, particularly over Hezbollah’s weapons and the future role of the Lebanese armed forces. They warn that the success of the framework will depend on sustained international support and the willingness of all parties to avoid renewed military escalation.
