The incident took place after a suicide bomber detonated his explosives near a funeral ceremony attended by Darzad district governor.
Rahmatullah Ashar, Darzad district governor said he was injured along with an Afghan civilian an Afghan police officer following the attack.
The main target of the suicide bomber was Rahmatullah Hashar who was due to attend the funeral ceremony.
Provincial security chief Gen. Syed Zaman Hussaini said Darzab district governor was on due to attend the funeral ceremony after visiting a number of schools when the incident took place.
He said the attack was carried out by a teenager suicide bomber.
There has been a surge in militants activities across the country since the Taliban group announced it summer offensive in April. The group vowed to carry out attacks against the Afghan security forces, coalition forces, government officials and various diplomatic institutions across the country.
Earlier, a suicide bomber killed provincial council chief for Baghlan province along with 14 others in Pul-e-Khumri city.
