Two Egyptian security sources told Reuters that Hamas is demanding written guarantees from the United States for a permanent ceasefire and the withdrawal of Israeli forces from the Gaza Strip before signing the US-backed ceasefire plan.

Earlier, Qatari and Egyptian mediators stated that Hamas had responded on Tuesday to a phased ceasefire plan to end the eight-month war with Israel, without providing further details.

Two weeks ago, US President Joe Biden announced a three-phase plan to end the war in Gaza, which he said was proposed by Israel.

According to Biden, the plan includes the gradual release of Israeli hostages in Gaza, the release of Palestinian prisoners in Israel, the withdrawal of the Israeli army from Gaza, the reconstruction of the devastated Gaza Strip, and the return of the remains of hostages who died in captivity.

Despite Biden’s speech, the Israeli Prime Minister’s office stated that it agreed with the plan, but Israel has not yet officially and publicly endorsed the plan’s details as outlined by Biden.

Reuters, citing two Egyptian sources and another unnamed source, reported that Hamas has concerns about the current proposal, including the lack of explicit guarantees for moving from the first phase to the subsequent stages.

Egyptian sources told Reuters that Hamas would only accept the plan if the necessary guarantees are provided, and they have asked Egypt to negotiate this with the United States.

A third source told Reuters that Hamas wants guarantees for automatic transition from one phase to the next as per the plan proposed by the US President.
