Afghan parliament warns to invalidate NDS-ISI MoU if conditions not met

ISI-NDS MoULawmakers in the Lower House of the Parliament – Wolesi Jirga have warned to invalidate the Memorandum of Understanding (MoU) between the Afghan Intelligence and Pakistan’s Inter Services Intelligence (ISI) if their conditions were not met.

The preconditions set by the Lower House of Parliament include “Specification of the executive limits in the Memorandum of Understanding and all other issues must be clarified”.

The National Security Council and Presidential Palace have been urged to carefully act while signing the Memorandum of Understanding.

The Chief Executive Office, Afghan lawmakers, political and Jihadi leaders must be consulted and their views must be obtained regarding the MoU, according to the conditions set by the Lower House.

The other condition set by the Lower House states “In case the Memorandum of Understanding is signed, a general national gathering should be organized and must be attended by the House Representatives and the agreement should be only signed by the President once it is reviewed by the Lower House.”

This comes as the Afghan intelligence chief Rahmatullah Nabil was summoned by the lawmakers amid growing controversies after reports emerged last week regarding the signing of the MoU.

Deputy head of the parliamentary commission on national security Abdul Hai Akhundzada told reporters following Sunday’s session that the house will invalidate the MoU if their conditions were not met.

It is expected that the lawmakers in the Lower House of the Parliament would announce their stance regarding the MoU on Monday.
