A top official in the High Office of Oversight and Anti-corruption said on Tuesday that 80 percent of corruption in Afghanistan is done by foreigners

The comments came in response to what the US commander of foreign forces in Afghanistan; Gen. David Petraeus had said “corruption is part of Afghanistan’s culture and history”.

In a recent interview with ABC, the general said corruption had been part of Afghanistan’s history and culture ever since the country has existed.

The High Office of Oversight and Anti-corruption strongly dismissed the allegations made by the US four-star general.

“There has been slight graft, but we cannot call it part of Afghan culture. Today’s corruption is an imported one in which most Afghans and international community figures are involved,” Abdul Aziz Aryayi, a senior official in HOOAC told TOLOnews.

Hakim Asher, Head of the Government Media and Information Centre said: “old systems and lack of capacities in the present Afghan government have caused an increase in graft, but I can’t accept the idea that corruption is part of Afghanistan’s culture.”

The US general in his latest interview has said no one has accused Karzai of “enriching himself”, but there are accusations about those around him.

The comments came as the US cables claimed that a huge amount of money is flown out of Afghanistan by high-profile government officials.
